Rolls natives.lock.json from natives-1.9.1-v7 to natives-1.9.1-v9, the corrected release of UiPath/libgit2sharp.nativebinaries.

This release carries the Schannel fix from nativebinaries #31: libgit2_schannel*.dll are genuine Schannel builds again, so UIPATH_STUDIO_GIT_USE_SCHANNEL=1 works. Four lines in one file — Targets/NativeBinaries.props and LibGit2Sharp.csproj stage from the fetched native/ payload rather than a version, so the lockfile is the single pin.

Verification

pwsh ./fetch.natives.ps1 -Force locally (Windows): the archive downloads and its SHA256 matches the release's .sha256 sidecar. fetch.natives.ps1 fails hard on a mismatch, so a green fetch confirms the pin. This PR's ci.yml run exercises windows/ubuntu/macos.

Rolls natives.lock.json from natives-1.9.1-v7 to the current
natives-1.9.1-v9 release of UiPath/libgit2sharp.nativebinaries.

Verified locally with `fetch.natives.ps1 -Force`: the archive
downloads and its SHA256 matches the release's .sha256 sidecar.
