Selecting an assignee can immediately move that person from Other people to Project members in an optimistic UI update. Bob keeps key="bob" and value="bob", but his option is recreated under a different optgroup. With published Vue 3.5.44, the model becomes bob while the select displays Alice. Both should show Bob.
The pending single-select update retains the selected option node and its raw value. If the update replaces the selected option and disrupts the selection, it restores a matching raw value using the existing looseEqual comparison. For numeric emissions, the replacement's DOM string must still represent the emitted number; otherwise selection is synchronized from the model. This avoids restoring a mutable value that changed from [1] to [2], without coercing the bound object again. Existing setSelected behavior is preserved.
Regression tests share small setup helpers and parameterize repeated scenarios. They cover stable-key group changes, keyed replacement, numeric strings, transformed setters, observable coercion, mutable arrays, non-string values, duplicate selections, redundant writes, and native FormData.
Local validation:
107/107 tests passed across runtime-dom vModel, compiler-dom vModel, and SSR directives. The stable-key case fails on the original base with model bob and DOM alice.
Targeted ESLint/Prettier, full TypeScript, and the Vue global development build passed.
Earlier browser validation, before the mutable-value guard: Chromium 148.0.7778.96 ran the same App.vue against that revision's built runtime. Assertions passed with model/DOM bob and the option recreated in Project members. Browser shutdown then hung; forced cleanup made the harness exit 1. The browser run was not repeated for this guard.

The single-select directive now records the selected option during change events and compares options with the assigned model value during updates. With .number, it converts option values for comparison when the model value is numeric. Tests cover option replacement, numeric-like values, initial string values, and Symbol-valued options.

Summary
Selection matching and regression tests packages/runtime-dom/src/directives/vModel.ts, packages/runtime-dom/__tests__/directives/vModel.spec.ts
The directive records the selected option and its raw value during single-select change events. During updates, it compares the selected option with the assigned value and reapplies the assigned value when needed. With .number and a numeric model value, comparison converts the option value to a number. Tests cover replacement, coercion cases, initial string values, and Symbol-valued options.
A numeric select can submit a different option value after an unrelated update. This is a bounded merge risk.

Explanation
Issue #16099 requires that, for a single select, replacing the selected keyed option during a change handler keeps the displayed selection equal to the model value when an option with that value remains. The reviewed head file packages/runtime-dom/src/directives/vModel.ts (read directly; the base-to-head diff was unavailable) implements this in vModelSelect. The change listener stores the first selected option node and its raw value in _pendingValue, together with the emitted value. In updated, when the model still matches the pending emission (isSameSelectValue), the code reads the current selected option. If the option is missing, or the node or raw value changed and isSameSelectOption fails against the pending emission, it calls setSelected(el, pending[1], number). In the issue scenario, the selected 'a' is replaced, so the node differs and 'a' does not match 'b'. setSelected then selects 'b' at index 1, which matches the acceptance criterion. When the selected option still matches, no write occurs, so duplicate-value selections are preserved. For .number, isSameSelectOption applies looseToNumber to option values only when the model is a number. Conversion exceptions (for example Symbol) return false. A setter that stores the emitted number as the string '1' is handled because the guard compares against the pending emission, not the stored model. Option '01' is matched against pending number 1. Unchanged object option values are compared by identity through Object.is, so they are not recoerced. Initial string models keep raw matching through looseEqual. Multiple-select branches are unchanged. I did not run the test suite. The PR's reported test counts and Chromium results are not independently verified. The regression test file diff was not inspected directly.
Full details: Out of Scope Changes check
Explanation
The supplied whole-PR summary lists two changed files: packages/runtime-dom/src/directives/vModel.ts and packages/runtime-dom/tests/directives/vModel.spec.ts. The head vModel.ts changes are confined to the single-select path of vModelSelect and its helpers (isSameSelectOption, the extended _pendingValue tuple, and the setSelected comparison). These changes implement the single-select resynchronization required by #16099. The numeric-coercion guard, Symbol handling, and setter-to-string handling operate inside that same comparison path. The added regression cases cover the same synchronization behavior. The multiple-select branches are not changed in scope. The PR illustration and playground links are not repository changes. No unrelated code change is established. The base file was not diffed directly, and the spec file diff was not read, so this verdict relies on the supplied summary for the changed-file list.

Prefer an exact raw match before numeric fallback.
When a .number single select contains "01" before "1" and the model is 1, a later rerender selects "01" because numeric matching stops at the first coercible option. A named select then contributes "01" to FormData, although the user selected "1". Search for the raw looseEqual match first, then use numeric fallback only when no raw match exists.

Update the select-option matching loop around isSameSelectOption to search for
an exact looseEqual match before choosing any numeric-coercion match, so option
order cannot override a raw match. Retain the first numeric match as a fallback
and apply it only after the loop finds no raw match, preserving the existing
multiple-select behavior.

Validate mutable numeric values before restoring an option
When a <select v-model.number> has a first value="1" option and a second :value="optionValue" with optionValue = [1], selecting the second option emits numeric 1. If the change handler then mutates optionValue[0] to 2 and changes that option's key, the browser falls back to the first option, but pending[3] aliases the mutated array. This comparison therefore matches the replacement's [2] by identity and selects it, leaving the model at 1 while select.value and form submission contain "2"; the parent commit retains the correct first option. Validate that the replacement still represents the pending numeric emission instead of restoring it solely by mutable raw-value equality.
Retain the selected option and its raw value during single-select changes. Restore a matching option after synchronous replacement while preserving existing number matching and duplicate selections.
Before restoring a numeric option, check that its DOM value still represents the pending emission without repeating numeric coercion of the bound object.
Cover stable-key optgroup moves, numeric strings, transformed setters, observable coercion, mutable values, and native form submission.
