WIP. Do not review it yet.

Introduces DevContainer setup, including up-to-date versions of all tools we use. Most of things work already, including Cloud CLIs.

Does not cover Ansible playbooks yet. Misses docs, including instructions on how to inject runtime secrets from 1P.
