This PR upgrades pnpm to the latest version in the ^11 range. We currently pin 11.5 in most places but there has been a lot of development since then. Check out their [changelogs](https://pnpm.io/blog/releases/11.6). Notable changes are minor security improvements and a bugfix that affected [lux](nl-design-system/lux#650). We are prepping the upgrade to 12 (which seems to be relatively painless), but to be safe we'll ensure we're on the latest version of 11 first.
