fix(ci): vendor secret scanner for allowlist, repair lockfile and workflow contracts - #25
Repairs the Secret Scanner startup failure. The canonical metadatastician/standards reusable workflow is blocked by this repository's Actions allowlist, and GitHub Actions does not follow the pre-transfer hyperpolymath/standards redirect for job-level uses:. This PR vendors the canonical scanner locally at standards SHA 8d1a2aab4211493cf42f147f2080f024605797dc, pins the estate-baseline fetches explicitly, and preserves the required check context scan / gitleaks.
Repairs actions.lock for gh-actions-lock v0.4.0: no synthetic reusable-workflow lock edges, vendored scanner checkout uses are locked, SMTP inline SHA matches the lockfile.
Adds YAML-aware workflow contract checks and regression fixtures for moved reusable owners, floating pins, SPDX-first headers, missing lock entries, synthetic reusable-only lock edges, floating/stale SMTP refs, and the local vendored scanner allowlist contract.
Disables CodeRabbit finishing-touches autofix/CI-fix/merge-conflict writes in .coderabbit.yaml.
Reconciles with main without force-push: signed alignment commit, GitHub update-branch merge, then signed reapply of the repaired files.

All review threads resolved; stale CodeRabbit CHANGES_REQUESTED review dismissed.
Merge blocker
gh pr merge 25 --squash is refused by base-branch policy. The PR history still contains unsigned CodeRabbit commit 60e9736c27b38f48f3a67e3c1fd7adb377102c50; required_signatures has no bypass actors. Signed child commits, reverts, and merge commits do not remove that unsigned ancestor.
Policy-compliant recovery is to recreate the branch from main with signed cherry-picks and open a replacement PR, then close this one. This session is constrained to the existing branch and must not force-push or use administrator bypass.
Carry forward Dependabot PR #24 (smtp-notify-action v0.5.1), repoint the secret-scanner reusable to the canonical metadatastician/standards slug, remove unnecessary secrets inheritance, reconcile actions.lock and the inline pin, and add workflow-contract regression checks. Includes the D199 implementation handoff and the open-work audit. No admin bypass, force-push, or required-context removal.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.

The CI scanner guard can report a passing secret scan without proving the vendored scanner actually scans, and the custom scan jobs print matched secret values into logs. The D199 recovery spec still has gaps around ref identity persistence and replacement-PR revalidation. These should be fixed or accepted before merge.

Explanation
The title names the main change, which is vendoring the secret scanner. The changeset adds .github/workflows/secret-scanner-reusable.yml and switches secret-scanner.yml to call it locally instead of the pinned hyperpolymath/standards reusable workflow. The title also covers the lockfile repair and the workflow contract checks, which are present in check_workflow_contracts.py, workflow-contracts.yml, and actions.lock-related files. The title is 84 characters, which is longer than the preferred short form, but it stays specific and accurate. No part of the title describes something absent from the changeset.

Restrict the secret-scanner reusable workflow to the intended owner.
The checker accepts any remote reusable workflow with a 40-hex ref. Its only owner-specific rule rejects hyperpolymath/standards/. A later change to other-owner/standards/.github/workflows/secret-scanner-reusable.yml@<40-hex-commit> would pass this check. The current caller at .github/workflows/secret-scanner.yml:30 uses metadatastician/standards, so the repository state is correct. The gap affects future changes only.
Add a check that requires the secret-scanner.yml job to call metadatastician/standards/.github/workflows/secret-scanner-reusable.yml@ with a 40-hex ref.

Update the workflow contract check around the existing remote-workflow
validation so the secret-scanner job only accepts the reusable workflow owned by
metadatastician at the specified secret-scanner workflow path, followed by a
40-hex ref. Reject other owners or workflow paths even when their refs are
valid.
Temporarily take main's versions of actions.lock and push-email-notify.yml so the merged PR #24 can be merged into this branch without a force-push. The follow-up commit reapplies the repaired lockfile and inline SHA.
Restore the workflow-contracts checkout lock entry and the verified smtp-notify-action v0.5.1 inline SHA after the signed merge of main. Record the no-force-push conflict reconciliation in the audit.
Secret Scanner startup failures show the canonical metadatastician/standards reusable is blocked by this repository Actions allowlist. Vendor the canonical scanner locally, pin its estate-baseline fetches to the vendored standards SHA, preserve scan / gitleaks, lock the vendored checkout uses, and add regression fixtures for the allowlist contract, floating SMTP refs, and synthetic lock edges. Also tighten D199 recovery gates for ref identity and tree equivalence.
All review threads are resolved. The required scan / gitleaks check now passes at 49939bb after vendoring the scanner locally for the Actions allowlist. Please re-review the current head.

Persist base and head repository and ref identities in the per-downstream-PR row.
78-104: 🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Persist base and head repository and ref identities in the per-downstream-PR row.
The row contract stores only downstream head and base SHAs. Algorithm steps 4 and 8 compare repository and ref identities against "captured" values before branch creation and before closing the original PR. After a crash, a resumed row has no stored repository or ref identity to compare. A retarget to another base branch at the same SHA can then pass both gates. The spec should store the identities the gates require.

Require the vendored scanner to perform a Gitleaks scan.
This check validates the caller’s uses value but does not validate the called workflow’s scan steps. The valid fixture has a gitleaks job with only a checkout step, yet it expects the checker to pass. A vendored workflow in that shape can report a successful scan / gitleaks check without scanning secrets. Check the required scan commands in the vendored workflow, or compare the vendored file with a reviewed content digest. (raw.githubusercontent.com)

Validate the baseline checkout refs, not the provenance comment.
If a standards checkout changes its with.ref to main, this check still passes because the provenance comment remains unchanged. The scanner can then fetch a baseline that differs from the reviewed commit. Inspect each standards checkout step and require with.ref == VENDORED_SCANNER_PIN. The vendored workflow currently has two such fetches. (raw.githubusercontent.com)
Based on learnings, a security-invariant check must assert the exact required value rather than a loose substring.

Update the vendored workflow validation around VENDORED_SCANNER_PIN to inspect

Redact matched values in the shell-secrets and rust-secrets jobs.
The gitleaks passes use --redact, and the comment at lines 330-331 says the log never contains the secret. The shell-secrets and rust-secrets jobs do not follow this rule:
shell-secrets, line 818:echo "::warning::$filepath:$lineno: $content" writes the full matched line to the annotation. The shell pattern requires 16 or more characters, so the credential literal appears in plain text.
rust-secrets, lines 674 and 679:printf '%s\n' "$old_scope" and printf '%s\n' "$new_scope" print the raw file:line:content grep output. The rust pattern also requires 16 or more characters.
GitHub masks only registered secrets. These literals are not registered, so they remain in the run log and the annotation. Rewriting history does not remove them from either place. Print only the location and the pattern.

Revalidate the replacement PR before closing the original.
The tree check runs before opening the replacement PR. The closing gate only requires that a replacement PR exists with its new head visible. It does not require that the replacement PR is still open and targets the verified head and correct base repository/ref. If the replacement PR is retargeted or advanced after the tree check, the workflow can close the original while the replacement no longer represents the replay. Re-fetch the replacement PR immediately before closing and require the exact head SHA/repository/ref and base repository/ref. (raw.githubusercontent.com)

Redact detected credentials from scanner logs
When a shell file contains a credential matching one of these patterns, this annotation writes the entire source line—including the secret—to the Actions log before failing. GitHub only masks values already registered as secrets, so a newly committed credential remains exposed in retained logs even after the source is corrected; the Rust scanner similarly prints raw grep hits at lines 674 and 679. Report only the path, line number, and matched rule, as the gitleaks steps already do with --redact.

Record the vendored scanner in the audit
This audit says the repaired caller now invokes the remote metadatastician/standards reusable, but the committed workflow actually invokes ./.github/workflows/secret-scanner-reusable.yml; the following lockfile explanation likewise describes the obsolete remote-caller topology. This makes the newly added repair record contradict both the workflow and the changelog, so update this section to document the local vendored copy and its pinned baseline fetch.

Fail closed when the AsciiDoc scan cannot complete
If this gitleaks invocation exits nonzero because it crashes, cannot read the mirror, or cannot write its report, the status is discarded; when no report is produced, count remains zero and the step reports “No leaks found” at lines 507–509. The ordinary scans deliberately exclude AsciiDoc paths, so this operational failure can make the only scan covering those files pass green. Capture the exit status and require a valid report, allowing the findings exit code only when the report contains findings.

Pin the downloaded lock binary to a fixed digest
If the v0.4.0 release asset is replaced—whether by an upstream compromise or an accidental re-upload—this query retrieves the replacement asset's new digest, so the subsequent checksum comparison still succeeds and the workflow executes the unreviewed binary with GH_TOKEN. Fetching the checksum from the same mutable release as the binary verifies transport integrity but does not pin the reviewed artifact; embed the expected SHA-256 in the workflow and compare against that constant.
The reason will be displayed to describe this comment to others. Learn more.
Preserve path allowlists in the AsciiDoc mirror
When a repository or the estate baseline allowlists an AsciiDoc fixture by path or extension—for example, a regex ending in \.adoc$—renaming the mirrored file to .adoc.txt changes the path that gitleaks evaluates, so the otherwise valid allowlist no longer matches and known fixtures can block the required scanner. This contradicts the surrounding claim that repository-specific allowlists apply to docs exactly as they do to code; account for the path transformation instead of passing the original config unchanged.
The reason will be displayed to describe this comment to others. Learn more.
Verify the vendored scanner content against its provenance
The provenance check only searches for the pinned SHA in a comment, so any modification to the vendored executable workflow passes as long as line 4 remains unchanged. That means the contract cannot detect the silent drift it is intended to prevent or establish that the local copy actually matches metadatastician/standards at the stated commit. Compare the vendored content against the pinned upstream file or a reviewed content digest rather than treating an editable comment as proof.
