Description Of Changes

This upgrades all the needed components to bring all Astro websites up to the latest Astro 7.4.2 version. This also upgrades some additional dependencies to the latest versions, including choco-theme to 2.16.0.

Motivation and Context

We want to take advantage of the latest fixes and features in Astro 7.4.2.

Suggested change

	"node": ">=22.23.4"

When trying to run this I was on an old version of Node, and got a warning saying that the minimum version needed to run Astro was 22.23.4. This needs updated here, since I believe the version of node listed here is what is used to build the website on GitHub Actions.
