elements.point was missing hoverBackgroundColor/hoverBorderColor, and elements.bar was missing the hover* options that bar chart interactions already fall back to. Document them so options.elements.* matches the types and dataset interaction docs. Fixes chartjs#11659 and chartjs#11660.
