This update raises libmultiprocess's own minimum from 0.7 to 0.9 (bitcoin-core/libmultiprocess#331), and libmultiprocess rejects 0.9.0 and 0.9.1 for CVE-2022-46149 and, with Clang 16 or newer, every version before 1.0.
