Added CUDA 13.4 support across development environments, builds, and package installation options.
Documentation
Updated installation instructions and environment setup examples to use CUDA 13.4.
Chores
Updated the CUDA 13 nvJitLink minimum version to 13.4.
CUDA 13.4 replaces CUDA 13.3 in dependency and environment definitions, build and test workflow matrices, devcontainer settings, and Conda installation instructions. CUDA 12.9 configuration remains in the devcontainer CUDA list.
Changes: CUDA 13.4 adoption
Layer / File(s)
Summary
Dependency and environment definitions dependencies.yaml, conda/environments/all_cuda-134_arch-*, python/libraft/pyproject.toml
The CUDA matrix and Conda environments now include CUDA 13.4. The wheel toolkit requirement and minimum nvidia-nvjitlink version are updated to 13.4.
Build and test workflow matrices .github/workflows/build.yaml, .github/workflows/pr.yaml, .github/workflows/test.yaml
Nightly and pull-request build and test jobs select CUDA 13.4 matrix types. The devcontainer CUDA list retains 12.9 and uses 13.4.
The CI workflows may skip or reject the CUDA 13.4 jobs this PR is intended to add; correct the selectors before merging.

- Line 58: Update the CUDA 13.4 matrix selectors in the workflow jobs to use the
shared-workflows contract: use the nightly selector with cuda-13.4 for nightly
jobs and the pull-request selector with cuda-13.4 for PR jobs. Apply this
consistently to each affected selector while preserving each job’s intended
trigger.
