GitHub only detects a licence file at the root of a repository, so GeoWebCache currently shows no licence. This is an unchanged copy of geowebcache/LICENSE.txt.

This adds a copy of the licence text at the root, unchanged from
geowebcache/LICENSE.txt. Running GitHub's own licence detector (licensee) over it reports LGPL-3.0 with 100% confidence. Nothing else changes, and the original file stays where it is.Required by oss-scanner, see also #1606
