[Feature]: fastdl check existed files #4138

User story

recreate fastdl so long and using a lot of resource pc, replace fastdl to python script that check folder's difference

There was no Fastdl in the list of commands

for example this script can check existed files and add only new and bzip them

1. Do not compress files over 150Mb
2. Delete files from the fast download that are no longer on the server (optional)
3. Have a list of exceptions for all types of games (optional) (so as not to compress standard files)
4. Use all processor cores for compression (for example, the command
   find /home/gs-1/gameservers/tf2_1/public_html/fastdl ! -name '.bz2' ! -name '.filepart' -type f -size -150M -print0 | xargs -0 -n1 -P4 bzip2
